Rutt Bridges founded the Bighorn Center for Public Policy in 1999 after a successful career as a geophysicist and software entrepreneur.  

Mark Cavanaugh - Senior Policy Analyst

Mark has extensive experience as a government budget and management analyst. His federal experience includes working for the the Department of Defense, the Department of Navy, and the National Park Service. In Colorado, Mark Mark worked for the Office of State Planning and Budget under both Governor Romer and Governor Owens. With Bighorn, he helped to research and craft the law creating the Colorado Telemarketing No-Call List. Mark graduated from Regis College with a degree in Business and received a J.D. from the University of Utah in 1997.

Brenda Morrison - Associate Director, Director Bighorn Leadership Development Program

Brenda came to the Bighorn Center after an extensive career in the non-profit sector working with youth oriented and community organizations. Born and raised in Manitou Springs, Brenda is a graduate of the University of Colorado at Boulder and the University of Denver. Her responsibilities at Bighorn include day- to -day management of  the Bighorn Center as well as the Bighorn Leadership Development Program. Brenda is active in several community organizations and lives in Denver with her husband and daughter.
