The following proposals are for the Bighorn Leadership program and not actual Colorado legislation.

COLORADO WILDLIFE COMMISSION ENHANCEMENT ACT– Concerns the increase of Colorado Wildlife Commission by the addition of two voting members. Click here for full text.

CONCERNING THE PROTECTION AND PRESERVATION OF THE COLORADO CONSTITUTION– Addressed the growing number of constitutional initiatives added to the Colorado Constitution via the initiative process. Click here for full text.

CONCERNING THE PROHIBITION OF GAS, OIL OR OTHER MINERAL EXTRACTION IN, OR NEAR EXISTING RESIDENTIAL SUBDIVISIONS OR PERMANENT RESIDENCES– Requires that all oil, gas, and other mineral producers avoid the application for and placement of new production facilities in, or near, existing residential subdivisions or other permanent residences located within the State of Colorado. HATE CRIMES– Concerning the expansion of the crime of Ethnic Intimidation, and, in connection therewith, changing the name of the crime to a bias-motivated crime. Proposal was officially introduced during the 2002 General Assembly as SB 2-02, which passed the Senate, but Postponed Indefinitely in the House State Affairs committee. Click here for full text.

LOCALS (Landowner Conservation Administrative Local Trust) Act– Create $300,000 LOCALS grant program that would consist of an annual state appropriation of $300,000 to a Colorado non-profit conservation corporation to administer the grants. The grant recipient shall provide LOCALS grants of $5,000 to $25,000 to local land trusts for supplemental administrative support. Click here for full text.

PALLIATIVE CARE– Proposed the establishment of a committee of the Legislature to meet in the interim after the conclusion of the 2002 Regular Session of the Sixty-third General Assembly to study palliative care, including the barriers and disincentives that prohibit or prevent patients from receiving palliative care throughout chronic and life-threatening illnesses. Proposal was officially introduced as a Resolution by Rep. Mark Larson during the 2002 General Assembly, but was tabled by the House Appropriations committee on April 29, 2002.
