The following proposals are for the Bighorn Leadership program and not actual Colorado legislation.

ASSET FORFEITURE- Concerned the increase of property owner protection in asset forfeiture actions. Proposal was officially introduced as HB 1404, sponsored by Sen. Thiebaut (D-Pueblo) and Rep. Shawn Mitchell (R-Broomfield), and signed by Gov. Owens, June 2002. Click here for full text.

EDUCATION TESTING– Repealed the existing school academic performance and improvement ratings and replaces with them with a system of measuring academic growth by using student’s assessment scores over time. Click here for full text.

TABOR– To exclude non-federal grant monies from being counted toward TABOR revenue limits. Click here for full text.

TERM LIMITS– Proposed that term limits for such public safety positions as coroner and sheriff by abolished in El Paso County. Click here for full text.

TRANSPORTATION STUDY- Proposing a “rules of the road” Demonstration Project to provide for more efficient movement of high volume vehicle traffic on the I-25 corridor. Click here for full text.
