THE BIGHORN CENTER FOR PUBLIC POLICY LEADERSHIP DEVELOPMENT PROGRAMPOLICY PROPOSAL Date: Spring 2003 The following proposals are for the Bighorn Leadership program and not actual Colorado legislation. TABOR RAINY DAY FUND Concerned a referred measure allowing the State of Colorado to create a Rainy Day Fund not to exceed (10%) of the allowable general fund revenue by keeping and using the first $150,000,000.00 of the revenue collected in excess of its TABOR limit in any tax year in which the rainy day fund is not fully funded. TEACHER QUALITY ACT Suggests that the Colorado Department of Education use federal Title I, II and V allocations kept by the department for the express purpose of recruiting and retaining high quality teachers to staff Colorado schools by creating a Beginning Teacher Academy and Induction office whose main purpose will be to recruit high school students into the teaching profession, contract for or manage scholarship programs for these students, and to help school districts provide high quality induction programs to retain teachers through their fifth year of teaching.
